A plate with nuts inside drivers door?

Just like Imr stated, over spray or paint it. It doesn't get seen after the car is assembled. No one but you would know if it's painted or not.

My concern of using POR15 is that it will stick the plate to the door making it difficult to move plate around?

Plus it may seal the threads

If you're really concerned about rust, I'd spray the paint as normal & just spray a little cavity wax or some rust preventative like that on the nut plate for protection after the paint cured. Realistically though, that plate looks pretty good for nearly 50 years old. If it was going to be a rusty mess, it would have happened by now.
