I am not sure how to paint the door with this plate with nuts as it moves around little bit, I don’t see any way to remove this plate for painting?

they at best had over spray from the factory. you could spray and readjust and spray again

Just like Imr stated, over spray or paint it. It doesn't get seen after the car is assembled. No one but you would know if it's painted or not.

you can get it with ospho because it is very liquid then try some por15. maybe someone else has a better idea but that is what i would try

If you're really concerned about rust, I'd spray the paint as normal & just spray a little cavity wax or some rust preventative like that on the nut plate for protection after the paint cured. Realistically though, that plate looks pretty good for nearly 50 years old. If it was going to be a rusty mess, it would have happened by now.
