Fender Thingamabobs

Does any one know:

1) What the heck the inner fender flaps? are called. You all know, the rubber/roofing paper doohickies with staples.

 

2) Where would I get them?

The Parts Place Part # BP1063M for 12 bucks a pair. I got mine from them,but havent installed them yet
