reverse and license plate light

I removed the rear bumper this week and after polishing and though maybe I'll replace the lenses.  But, the lights are not lighting up.  The light bulbs are good.  Is it a fuse for them?

I believe when they are screwed to the bumper they are grounded. No ground no light.

that is correct, the light housing is the ground
