Flat wire conduit from fuse block to trunk

Does that sit under the tar paper insulation or on top of it?

It sits under, I just finished taking all mine out. There are clips on the floor that hold the conduit in place. The rear speaker harness on the passenger side just sits loose on the floor

Kinda related: I don't suppose anyone knows where to get one of these flat wire conduits? Mine was trash and is long gone. I may just go with a standard wire loom if it's too hard/expensive to find though.
