It's not broken, that's how GM designed it.

You could remove the booster altogether, go manual brakes. Master cylinder bolts directly to firewall & actuator rod attaches on upper hole of brake pedal. Certainly a step backwards though. 

Hydroboost is an option, overkill, and kinda ugly.

The real beauty of it is in the attempt..... Not even a "higher power" gets it right every time. ;)
