are the fender wells on a 1970 Monte Carlo abody Chevelle with a bolt on extention ?

Nope.

And there are slight variances between years as well. (70-72) 

Such as bolt holes and accessory mounting holes.

Chevelle mostly had steel. Ours were plastic
