Bench Seat Head Rest Question

Is the head rest supposed to sit flush with the seat back? Mine have never been able to go all the way down to the hase of the seat back. In the 72 sales brochure I'm seeing them flush with the base. What could be causing this?

I’m going to guess it’s the combination of seat foam and whatever is in the head rest. Can I assume the upholstery is new.

That makes sense.... If it's to "puffy" the headrest might not go down to the next notch.
