That is odd.... It lists Power Steering as an option... I thought it was standard on the Monte.

Rob, I sent a copy of my build sheet and ordered a window sticker last summer. According to the man that made the sticker, power steering was an option because he listed it the same way as above.

Here is a link to the pix of order sheet. I sold my 68 Nova for what they offered in trade so I actually benefited around $400 by going that route.

Definitely not standard. My 70 402 4 speed did not come with PS

For 1971 M/Y, I recall P/S and P/B were optional at the start, then just prior to me ordering mine, first of the year, the items were made standard. I remember forgetting to order it with the Deluxe Seat Belts and Electric Trunk opener, going back and adding them on the next day, no problem.

Nope, my blue '70 was built without P/S. It now has factory P/S, thankfully. Salvage guy wanted the manual box for his 442 so I traded him for some other Monte parts.
