Buy the four piece bracket set and weld it to your floor. The two piece kits are not correct. -
It will fit. There is no bolt pattern for the steering wheels. The steering shaft has splines and so does the steering wheel. The wheel would be very big in there though.

No, 69 seats are slightly different as I have stated.

Those are not Cutlass seats. They are 69 Lemans and GTO seats. They have the notches on the inside of the headrest posts. A 70-72 has the notches on the outside of the posts. The headrest locks are the same for 70-72. Those head rest locks are 69 only. The seat covers for a 70 will fit those seats.
