I believe bumper guards mount exactly the same on all three first generation bumpers.  You can easily make your own template from a piece of cardboard if you can't come up with originals.  Just trace the inside contour onto the cardboard and cut it out. Then confirm the fit of your template on the bumper and the respective guard.  Next, carefully transfer the location of the mounting hole center(s) to your template, observing the angle of the mounting bolts so the hole in the bumper is correctly positioned. 

 

The horizontal distance from the centerline of your bumper is important, as is the vertical plumb of the mounting holes.  The front guards have the lower mounting hole built into the bumper so the only hole you drill on each side must be vertically plumb with that lower hole.

 

The rear guards are a bit more tricky as you will need to measure and mark a centerline for the mounting holes that is 9 1/4" on either side of the bumper centerline.  Again, both holes you drill on each side need to be on the same vertical plumbline or the guards will not look correct.  I suggest checking to be sure your center-punch marks are perfectly plumb and exactly match your template before drilling any holes.  It is easy to make minor corrections to the center punch-marks and any unused ones probably will not show or be taken out by the holes you ultimately drill.

I think installing bumper guards on a first gen Monte is one of the best appearance upgrades that can be done.  Both NOS and re-chromed/refurbished bumper guards are getting pricey these days, but it is still worth it, IMO.  Good luck with your project.
