Car is struggling to turn over.

1st of all, this hasn't run for a couple months as I've been busy and have been planning on doing a bunch of work to it before taking it back on the road.

I turn the key and I can see the fan move 60 degrees, stop, move again, stop, move again, stop...eventually it turns full speed and starts.

I have a BRAND new battery installed and I installed a heavy duty starter a few years ago (probably only has 2k miles on it or so).

 

I suspect it's a contact issue with the positive or the grounding of the starter but does anybody have any ideas how to test and pinpoint the issue?

Take the battery & have it Load tested free most part stores maybe a shorted cell, which may also be why your not charging correctly. I have seen a new delco battery go bad after 1 month.
