Monte Carlo a/c issue

Can you give us a little more detail of what you've done, parts pieces? Lots of knowledgeable people here willing to help. And thank you for your service in the military 👍

Couple of issues to look into.

First, when you said you replaced a lot of stuff, did you fully evacuate the system & was it leak free?

Did you convert it to R134a (including a Sanden type compressor) or replace with all the OEM type parts & R-12 as a refrigerant?

When you charged it up, did you use a scale and weight the exact amount of refrigerant, or use cans or gauge readings?

Does the HVAC box work correctly when switching modes - example: defrost, floor, bi-level, hot cold, etc. It's a vacuum operated system that operates the blend doors, etc. That vacuum feed comes from the engine compartment (passenger side near HVAC plenum) where it goes thru a check valve and thru the firewall. If that's not hooked up, you'll have no usable HVAC functions. 

Max AC uses a separate fuse for the blower motor. It's a glass fuse in a in-line fuse holder in the engine compartment, passenger side near the wire loom gutter on the firewall. Check that, or make sure there's power to it. The feed from that comes from the horn relay bus, behind the power brake booster.
