The outer shaft is the front pump drive, it may be a little tight on a rebuild, once you put the torque converter on you should be able to turn it by hand.

The shaft inside the the larger outer shaft is the input shaft and it will turn. The larger outer shaft is the stator support, it supports the stator in the torque converter and does not turn, it is pressed into the pump cover. The pump is driven by the notches in the converter, make sure that they engage and are not sitting on top of the tabs on the pump. And of course as stated above put some fluid in the converter. You will not get it filled up but it needs some fluid.
