From the factory they are plastic  they are outter wheel houses for rear.

Front inner fenders were plastic on Monte Carlos and steel on Chevelles, they are supposed to be Inner changeable.

That’s the headlight extension mount to the core support

That is the upper mount for the headlight extensions. This is for 1970 only.

Note that the bumper filler panel was silver from the factory, not body colour.
